Guberman//Appleby Immigration Update: Sudbury Announces List of Priority Sectors and Occupation for its Permanent Residence Pathways

Today’s topic: 

  • Sudbury’s June 10, 2025, announcement listing its Priority Sectors and Occupations for the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot.

On June 10, 2025, Sudbury announced its list of priority sectors and occupations for the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP). Additionally, the city of Greater Sudbury announced that, for 2025, it has received an allocation of 525 nomination slots for the RCIP and 45 nomination slots for the FCIP.

 

The RCIP and FCIP

The Rural and Francophone Community Immigration pilots are programs which offer a pathway to permanent residents for skilled workers who wish to work and settle in designated rural communities. The government chose 14 communities to be designated for the RCIP and 6 for the FCIP. Only Sudbury and Timmins have been designated for both programs.

The list of designated RCIP communities includes Pictou County (NS), North Bay (ON), Sudbury (ON), Timmins (ON), Sault Ste. Marie (ON), and Thunder Bay (ON), Steinbach (MB), Altona/Rhineland (MB), Brandon (MB), Moose Jaw (SK), Claresholm (AB), West Kootenay (BC), North Okanagan Shuswap (BC), and Peace Liard (BC)

The list of designated FCIP communities includes the Acadian Peninsula (NB), Sudbury (ON), Timmins (ON), the Superior East Region (ON), St. Pierre-Jolys (MB), and Kelowna (BC)

To be eligible for the program applicants must have a job offer from an employer who has been designated by the community which must be in both a priority sector (meaning industry/field of work) and occupation. Many of the designated communities have yet to announce what their priority sectors and occupations are which has prevented potential applicants and employers from utilizing the program.

 

Priority Sectors and Occupations in Sudbury

Sudbury has now announced that the following are priority sectors and occupations for the RCIP and FCIP:

  • 31301 – Registered nurses and registered psychiatric nurses
  • 32101 – Licensed practical nurses

No Designated Employer List Available Yet

While Sudbury has now announced what priority sectors and occupations will be applicable to the RCIP and FCIP the city has yet to provide a list of designated employers. But the city has published the procedure for employer designation. Employers who fall into one of the priority sectors and who have a need for one of the priority occupations may now submit applications to become designated to the city. Once designated they may submit applications for specific employees under one of these programs.
