Immigration, Refugees and Citizenship Canada Updates PGWP Eligibility

On June 25, 2025, the Canadian government announced changes to the field of study requirements for international students seeking a Post-Graduation Work Permit (PGWP). These updates build upon prior study permit changes announced in November 2024 and are designed to better align PGWP eligibility with the government’s evolving Express Entry priorities.

On July 4, 2025, the government announced a temporary rollback of the June changes, deferring implementation of removed fields of study until early 2026.

Understanding PGWP Eligibility

The PGWP is available to eligible international students who have graduated from a Designated Learning Institution (DLI) in Canada. It allows graduates to gain valuable Canadian work experience—often a key step toward permanent residency.

As of November 2024, new language and field of study requirements were introduced:

  • Bachelor’s, master’s, or doctoral degree holders must meet Level 7 CLB/NCLC in all four language skills.
  • Other university program graduates must meet the same language threshold and fulfill a new field of study requirement.
  • College, polytechnic, or non-university program graduates must meet Level 5 CLB/NCLC and the field of study requirement.

To determine eligibility, students must refer to their program’s CIP code (Classification of Instructional Programs). Programs must match codes on the government’s designated PGWP-eligible list.

Changes Announced June 25, 2025

The June 2025 update expanded the government’s efforts to align PGWP eligibility with occupations facing long-term labour shortages—especially those highlighted in Express Entry category-based draws.

Key updates:

  • 119 new fields of study in healthcare, education, and skilled trades were added to the PGWP-eligible list.
  • 178 fields were removed, including programs in farm management, engine machinist training, multicultural education, and student counselling.
  • The total number of eligible fields dropped to 920.

These changes reflected the government’s intent to prioritize educational pathways aligned with Canada’s economic immigration goals.

July 4, 2025: Temporary Reversal of Field Removals

In response to significant feedback, IRCC reinstated the 178 removed fields of study as of July 4, 2025, increasing the eligible list to 1,107 CIP codes. These reinstated fields will remain PGWP-eligible until a further update in early 2026.

Important note for students:

  • If your study permit application was submitted between June 25 and July 4, 2025, and your program was temporarily removed, you are still eligible for a PGWP upon graduation.
  • The same applies to those who applied before June 25, 2025—their PGWP eligibility remains intact, regardless of the temporary changes.
